• ANNEX 1: CONDITIONS TO BE SATISFIED BY THE CROP OF OIL AND FIBRE PLANTS 

  •  Isolation

  • Varietal identity and purity

    • brown mustard, black mustard, hemp, safflower, caraway, cotton;

    • hybrid varieties of sunflower;

    • hybrid varieties of swede rape;

    • hybrids of Gossypium hirsutum and Gossypium barbadense.

• ANNEX 2: CONDITIONS CONCERNING THE QUALITY OF SEED 

  • Quality conditions in relation to the seed of oil and fibre plants

  • Conditions concerning health status of the seed of oil and fibre plants

• ANNEX 3: SEED LOTS 

  •  Maximum weight of a seed lot and minimum sample of seed for quality analysis

• ANNEX 4: LABELS AND CERTIFICATES FOR SEED LOTS

  • Labels for the seed of a generation prior to basic seed;

  • Labels for basic seed and certified seed;

  • Labels for commercial seed;

  • Labels and document concerning official certification of a crop of seed not finally certified, harvested in another country;

  • Labels for small packages of seed.

The Rules regulate:

• species of oil and fibre plants; · 

• categories of oil and fibre plants; · 

• conditions as regards the marketing of the seed of a generation prior to basic seed and of the seed not finally certified; · 

• exceptions with regard to the germination of the seed of a generation prior to basic seed and of basic seed; 

• conditions as regards varieties of plants (national variety list); · 

• the procedure for official certification of the seed of oil and fibre plants:

  • conditions and requirements to be satisfied in the production of seed; 

  • conditions and requirements to be satisfied in the preparation of seed for market; 

  • requirements concerning packaging, sealing and labelling of seed, sealing and labelling under official supervision;

• additional conditions and requirements concerning the marketing of the seed of oil and fibre plants for organic production; 

• the procedure for post-control of the seed of oil and fibre plants; 

• other conditions as regards the marketing of the seed of oil and fibre plants.

The Rules reflect the content of the following provisions:

• Council Directive 2002/57/EC of 13 June 2002 on the marketing of seed of oil and fibre plants (OJ L No 193 of 20.7.2002), as last amended by Commission Directive 2009/74/EC. 

With the date of entry into force of these Rules the following Rules ceased to be valid:

• Rules on the marketing of seed of oil and fibre plants (OJ RS, No. 91/03 and 38/04).
