Slovene regulations governing seeds and propagating material

Decision on granting public authority to the Agricultural Institute of Slovenia, Hacquetova 17, 1000 Ljubljana, for issuing decisions and managing the procedure for official certification of agricultural seeds and propagating material

(Decision No 3431-120/2006/3 of 3.4.2007)

The decision grants the Agricultural Institute of Slovenia (AIS) jpublic authorisation to conduct, as the certification authority, procedure for official certifcation of:

seeds of agricultural plants (cereals, fodder plants, beet, oil and fibre plants);

seeds of vegetable plants;

seed potatoes;

propagating and planting material of fruit plants;

material for vegetative propagation of vine.

AIS conducts the procedure for official certification in accordance with:

Articles 22, 23, 24, 25, 26 and 27 of the Agricultural Seeds and Propagating Material Act;

Rules on the marketin of cereal seed;

Rules on the marketing of fodder plant seed and beet seed;

Rules on the marketing of seed of oil and fibre plants;

Rules on the marketing of vegetable seed;

Rules on the marketing of seed potatoes;

Rules on the marketing of fruit plant propagating material and fruit plants intended for fruit production;

Rules on the marketing of material for the vegetative propagation of the vine;

Rules on the marketing of of hop propagating material and of hop plants;

regulations concerning plant health.

In the procedure for official certification AIS provides for:

the acceptance of applications in the procedure for official certification;

the checking if the conditions for starting the procedure for official certification are satisfied (if the variety is included in the National variety list, in the EU Common Catalogue of Varieties; if the supplier lodging the application is entered in the register of suppliers; or if it is an extraordinary certification authorised by PARS, e.g. for varieties in the procedure for acceptance in the National variety list);

the carrying out of inspection of crops and plantations;

the carrying out official samplings and tests of seeds and propagating material pursuant to regulations;

the taking samples for post-control;

the issuing official labels and certificates for seeds and propagating material;

the supervision of the labelling of seeds and propagating material by means of official labels;

the issue of decisions refusing official certification if seeds and propagating material fails to meet the prescribed conditions and requirements.
