The Rules regulate:
-
species
of fodder plants and beet;
-
seed categories of fodder plants and beet;
-
conditions with regard to varietal and species
identity and purity, health status and other quality criteria;

conditions
with regard to the packaging and labelling;
-
conditions
with regard to the marketing of seed of a generation prior to
basic seed and of seed not finally certified;
-
conditiions with regard to the marketing of
seed for which germination has not yet been established;
-
conditions and requirements with regard to the
marketing of seed mixtures;
-
additional conditions with regard to the
marketing of seed for organic production;
-
procedure for official certification of seed;
-
procedure
for carrying out the post-control of seed;
-
other conditions for the marketing of seed.
The Rules reflect the content of the following provisions:

Council Directive 66/401/EEC
of 14 June
1966 on the marketing of
fodder plant seed (OJ L No 125 of 11 July
1966), as last amendend by Commission Directive 2009/74/EC;
-
Council Directive 2002/54/EC
of 13 June
200 on the marketing of beet seed (OJ L No 193 of 20
July 2002), as last amended by Council Directive 2004/117/EC.
With the date of entry into force of these Rules the following Rules ceased to be
valid:
