MEANINIG and HISTORY
The IPPC had its beginnings in
1881 with the agreement by twelve countries in Bern (Switzerland) to
regulatory measures for preventing spread of phylloxera (Phylloxera
vastarix, synonim Viteus vitifoliae).
The first text of an international
convention with broader objectives was drafted in Rome in 1929. Due to a
world war, the activity of the convention was redefined in the third and
fourth session of FAO Conference in Rome in 1947 and 1948.
In 1951, the sixth session of FAO
Conference adopted the Convention for the first time. In first came into
force in 1952.
Amendments to the IPPC were
proposed in 1973 (e.g. proposal for the amendment of the Model of
phytosanitary certificate). The amendments were adopted in 1979. They
came into force in 1991 following acceptance of the amendments by two-thirds
of the contracting parties.
Secretariat
IPPC for the IPPC was established in 1992, which was followed by
the formation of the Committee on experts on phytosanitary measures [CEPM]
in 1993 in accordance with the SPS Agreement and GATT
Agreement.
Negotiations for revision started
in 1995 and were finalized in November 1997, when the 29th Session of
FAO Conference approved the New Revised Text of the IPPC,
which came into force in November 2005.
Republika Slovenija je
ratificirala revidirano besedilo Konvencije o varstvu rastlin z
Zakonom o ratifikaciji
Konvencije o varstvu rastlin (spremenjene) (Uradni list RS, št. 84/00 -
Mednarodne pogodbe, št. 23/00). Od tedaj tudi aktivno sodeluje
pri oblikovanju in sprejemanju standardov na področju varstva rastlin
pred škodljivimi organizmi, ki imajo lahko znaten vpliv na mednarodno
trgovino z rastlinami in rastlinskimi proizvodi.
